Details:
In many cases, it is not convenient to be able to attach only one file at a
time.
Having 3 file upload input should not a be a big deal and would be helpful.
This issue is in

Demo - Yes I am adding 4 times the same file for the sake of the demo. Yes,
we could imagine in the future not uploading several times the exact same
content :) Fill a bug if you think it is worth the check.

Additionally, it will add in the comment the reference of the added files, if
there is any comment posted (not a comment of the files but a real full
comment in discussion).
The number of multiple upload is set to 4, so we can easily add this without
having a too big form. We could grow to six by added three file upload input
per line instead of two like it is now.

Ok, the idea is to allow multiple files but the upload limit would be a sum
of these. You will be able to upload say 5 patches, but you wont get 5 x
maxsize, just maxsize.
