Saw this in the GForge FAQ, and it almost certainly applies to Savane too:

In php.ini, memory_limit must be set to at least as large as the larger of
upload_max_filesize and post_max_size. if errors persist in uploading files,
memory_limit may have to be set as high as 3x as large as the larger of the
two _max_ variables. If LimitRequestBody has been set in your apache
php.conf, it must also be set to at least as large as the larger of the _max_
variables in php.ini.

I did not copy-paste this from the GForge FAQ but completely rewrote it, so
you can use it as-is if you want to.
