Yes, that's normal, it is not a bug. There was no output as we recommend on
production servers to put errors only in the logs. And there was an error
because this file is required (even empty).
The need to add the relevant dnsbl.txt files was described in the announce
and in the changelog:

To have dnsbl working as expected, you should update your dnsbl.txt file with
the one shipped in the package.
