A couple comments:

Note that I don't know of any project in both Savannah and Gna! that needed
more than 10 additional fields.

Patch allows people external to the project to submit patches for the
development team to review.
The files that Savane saves in the database are tracker attachments, which
are usually < 500kB.
The recommended way to make a release is to enable the download area feature,
which is usually accessible with HTTP/FTP (download) and SFTP/scp/rsync
(administration). This is most commonly coupled with a News item announcing
the release features and its location.
Users can browse the download area to look at older releases.
