    registration. But it can take years.

Can't you use grep to find all the registrations that asked
to make something a GNU package?  You can make a list
of the package names, and intersect that list with the list of
current non-GNU packages.  That will probably produce a list that is
short enough that you can investigate all the items one by one
with a small amount of work.
