Looks like development sources may be obtained by

CVS_RSH=ssh cvs -q -z3 \
-d:ext:[EMAIL PROTECTED]:/cvsroot/emacs co emacs/lispref

To figure it, had to either check out local copy of all `emacs' tree
or look at <http://savannah.gnu.org/cgi-bin/viewcvs/emacs/emacs/>.
Both were unlikely: with `elisp-manual' long being separate package,
one easily expects its sources also to be in some separate cvs module,
and `manual/' directory still existing in cvs root is highly
misleading.

So the problem remains, with fix being either to remove `manual/' or
to note in <http://savannah.gnu.org/projects/emacs/> explicitly where
lispref sources are.
