I had a friend test from his Fedora Silverblue system and without any
local host keys everything works.  But if he includes the old 1024-bit
host key in known_hosts then the problem as you report is reproduced
exactly.  As I understand it this issue is still open in Fedora being
tracked by this bug ticket.

Please double check that there still is not a host key entry hiding in
your ~/.ssh/known_hosts file and not in any /etc/ssh/ssh_known_hosts
files either.  That should avoid the problem.

If not then I would try adding in an explicit host key of the correct
type.
