Indeed; Git didn't exist in 2004.

Emacs is a very big group. [//savannah.nongnu.org/user/dpe <dpe>] is a member
of it (with the 'On Duty' flag still set, by the way), you just missed that.

Yes, you are misunderstanding.
* The only group <dpe> is member of is 'emacs'.
* This support request is about recovering a lost account. Currently the
requestor has no access to it; when the account is recovered, the requestor
will gain a write access to Emacs repositories.
