The Perseus project (http://www.perseus.tufts.edu/hopper/opensource) provides a GPL-incompatible (Mozilla) web application which is able to perform several NLP tasks (e.g. stemming, tagging, corpora analysis), but this web application is 1) not free software (but "open source"), 2) inconvenient to use for serious work since it is a web application, 3) not open to extension or addition into a processing pipeline. Grammaticus seeks to provide a free software alternative which can be used by itself or as a library in other applications. I have just begun work on Grammaticus, which is being written in Common Lisp.
