If two licenses are compatible, it means that two licenses are interchangeable for some conditions, such as if you use GPL for your project, you could use FDL in the sub files of your program, and these two licenses are not conflict with each other. GPL and FDL are compatible. My tarball basically contains three README files as documents, they are ./README ans ./Examples/README, additionally there is a file ./NOTICE is another document.
