Hi,

When your project gets older, some of the members become less active,
but you do not wish to revoke their privileges because this still
contribute from time to time. At the same time, you may not want to
advertise "20 project members" while a only a couple of them are
really active.

Therefore, we introduced a "On Duty" checkbox in the "Admin -> Set
permissions" page. When unchecked, it does not alter the member
privileges in any way (they still can commit/admin/etc.), but it
prevents them from appearing in the project home. Also, they appear in
a separate "Current inactive members" section in the "View Members"
page.
