I remember David explaining that there were in fact two queues: 
 * A primary queue, which you can't access
 * A secondary queue, where you can change items.

If I remember well, that was because the scheduling needs to fix things at 
some point.

In your examples, the primary queue seems to be the first 3 elements. This 
have to be documented somewhere..
