I totally agree with that one. Actually, I'd remove the harbor
setting: start harbor if and only if there is some harbor source.

I'm not so sure here.. I'm wondering: an user could want to add his
own default values to his autoloaded liq library path (I do that for
my alsa settings for example), without meaning to always use them. He
could set some special telnet port without wanting to start telnet
every time.

If we change the behaviour as you say, this user will be screwed, and
the doc might not be so clear for him to understand the problem
(unless we specify this side effect for each param in pid.path,
log.path, .. server.socket.name, server.socket.perms ..)
