I believe you're referring to the file PACKAGES.default in the full
tarball for 0.9.2, and I agree with you. Really, this file should be
renamed into PACKAGES.full as it enables everything even the unstable
stuff. Note that PACKAGES.minimal is enough for most users, and could
be read as PACKAGES.default -- except that everybody wants AAC+ these
days...
