Hmmm... For now playlist get loaded at startup because each source tries to 
put some songs in queue in order to be ready when they are used. This could be 
changed but it needs discussions with the other devs I believe.

If you want to force a reload a couple of minutes before the playlist gets 
played, you can however manually trigger it through telnet or server.execute, 
using the "reload" command on playlist sources...
