A recent Liquidsoap would be perfectly fine to do the task. However,
because of its internal model, Liquidsoap always decode and encode
streams. Thus, in your case you would have to transcode your AAC+
stream in any case..

If you just want to forward the stream from Icecast to Shoutcast, I
believe icecast has some functionalities that allow to do that..
