I do not know much about the issue concerning reopen_when (at least
not with more code on how you use it) but I think that
output.file.lame does not have the possibility to resample internaly.

I believe you may have been tricked by the following code:
  samplerate = get(default=44100,"frame.samplerate")
44100 there is the default but in fact you get the internal samplerate
used by liquidsoap which should probably be 32000..

What you could is to insert a call to sox for instance to resample the
data before sending it to lame.

Personally, I would suggest using a package with internal mp3 encoding
enabled, though, but that's up to you..
