So I'm guessing that you are trying to use windows version of liquidsoap.

Normally, with windows, you do not need to compile anything. It comes
all bundled and ready to go.

The error you are seeing means that the mksafe operator wasn't found.
This operator is defined in the set of standard operators shipped with
the downloaded folder. Those scripts are located in the "libs" folder
inside the liquidsoap folder.

It could either be that there is a bug in liquidsoap or something
missing in your installation. Do you see a "libs" folder? What is its
content?
