I'm not sure what is going on here.. I've tried file.watch on
liquidsoap 1.1.1 and it seems to be defined.. You should try these
commands:

liquidsoap.exe --version
liquidsoap.exe --no-pervasives -h file.watch

That should tell you which version of liquidsoap you are using and if
file.watch is defined.
