Yes you can use the fallback of icecast to move the listener to the fallback mount in case the main mount is not connected to any source, and then automatically move the listener back to the main mount once connected. So you keep listening to a dead mount point which becomes alive at times and them goes back dead again etc. This does not cover metadata updates though, at least not in the way I "understood" he wants it to happen I may be wrong.
