[Sawfish] Change default setting for all users?

Hi!

Do you know how to change the default setting for all users in a 
computer?

More specifically, this computer's mouse does not have middle 
button, so I would like to change the default (for new users and 
all users that does not explicitly changed it) trigger of 
Sawfish Rootmenu to right button. How can I do this?
