Instance was terminated, so I cannot check why you was unable to
synchronize it,
but, there are 2 reasons, why "Synchronize to All" can be hidden:
1. Scalr cannot connect to instance via SNMP.
2. Instance did not send a "reboot complete" message to Scalr after
reboot.
