The scenario: Scalr is setup to run minimum of 1 app instance that is
enough to handle normal traffic. Then traffic burst happens and Scalr
scales up to 3 app instances. After a couple of hours traffic comes to
normal. Scalr scales app instances back to 1.
Question: Is there a way to setup Scalr to keep the oldest instance
running after scale down?
