When I am scaling my tomcat app layer based on LA I see the default settings
to be 2.0 and 5.0.  This doesn't this mean CPU utilization of 2% and 5%
right?  I read the description on wiki.scalr.net as follows:

*Load average based scaling*

*Load average based scaling (aka LA) allows you to scale the size of your
Farm based on an average of factors that include CPU usage. This is the best
choice for most Roles, and the default scaling parameters of 2 and 5 is well
suited. For example, you can configure your Farm to scale up if CPU usage
goes over 80%, and down if below 20%*

I think I am missing something - probably something pretty obvious knowing
myself.
