I finally figured out the issue. In order to secure the system, I had tried out cloudpassage on the Scalr server. I took care to ensure that the firewall was configured properly. The other changes to Apache that were suggested broke the Scalr install effectively.
Remove cloudpassage, restored httpd config and Scalr is smiling again My thanks to all on the forum who have tried to help ..
