I'm running my own scalr instance and have issues with cluster compute
scalling

here is the log:
Cannot launch server on 'ec2' platform: AWS error 
https://us-east-1.ec2.amazonaws.com/:
We currently do not have sufficient capacity to launch all of the
additional requested instances into Placement Group 'scalr-role-82'.
You may be able to satisfy your full cluster requirement by first
terminating all of the existing instances in Placement Group 'scalr-
role-82' then launching the full cluster of required instances into
Placement Group 'scalr-role-82' in a single launch request.

can someone tell me how this can be fixed or what does this really
mean?
Is it aws issue or not?
When i create new farm with the same role the instances can scale for
a day or two and then i get the same error again
