Given that there was no guide for the upgrade, below the (fairly obvious) steps 
I followed to have 3.0 running:

1. Backup existing 2.5 database completely (phpmyadmin – sql script)
2. Created a new database for 3.0
3. Imported only the creation of tables from the sql script provided as part of 
Scalr 3.0
4. Manually copied the entries required from my 2.5 setup into the 3.0 script.  
Be extra careful with the farms / roles and related tables.  The Scalr team 
seems to have cleaned up a lot of entries so you will find significantly lesser 
entries than before.  I only copied the entries that were “custom” or “created” 
by me and did not bother about the rest.
5. Finally imported the data into 3.0
6.  Adjusted config.ini to point to the correct database
7.  Start scalr and voila !

@Scalr team: While I did not have much data and was comparatively easier to 
upgrade, it would be great if some kind of upgrade mechanism is provided later.
