I know this thread is a couple months old....

When I try to load the UI in a browser,  I get an error page saying the 
service is not available.

The short_open_tag, is enabled in PHP, but I'm still unable to load the 
UI.   There are no errors now in the httpd error log file anymore, 
either.   

Are there any other things I need to verify with my install?
