Thank you for the response. I ran in the shell and got the same error as it 
shows on the web. 
Errors:
• Insuficient permissions on file . Please chmod 0777

http://scalr.anchor.is/testenvironment.php

I've fixed all the permissions except this strange one I don't know about 
which is the one I wrote about first.
If anyone has any clues I would be most grateful.
