No, you can use hosted chef or your own on-premise chef server, or even 
chef solo. In our Chef Server configuration page, you just specify the Chef 
server URL you want to connect to from your Scalr server.

As for using Chef with Openstack, this is definitely possible and 
supported. It doesn't make much difference to Scalr what cloud platform you 
launch your instances from as it relates to Chef. The basic premise is that 
you'll launch a basic instance in Openstack that will serve as your 
template for your other instances that you want to manage through Scalr. 
Install whatever prerequisite software packages you want available on that 
image, including your preferred version of chef-client. Then you will 
import this server into Scalr, and the disk image will then be available 
for you to use withing Scalr to launch additional instances.

Once you've imported a server into Scalr, you'll have your first Scalr 
role. A role in scalr is comprised of a disk image, plus whatever 
additional automation you want to add it. This could be chef roles, 
runlists, recipes, or bash/python/ruby scripts, for example. You can mix 
and match whatever automation you want, and arrange the order and trigger 
events for these actions.
