Hi Hee-Sung, Currently it's not possible to prevent usage of instances/launching of farms if a budget is being exceeded. We have not added this limitation yet because it could potentially conflict with autoscaling and high availability applications.
As for resetting Cost Analytics data, you should first move your Farms and Environments to new Projects/Cost Centers respectively. Then you can archive your old Cost Centers/Projects.
