Hi, This error is happening when Scalr tries to connect to OpenStack's Nova API.
Your OpenStack keystone endpoint is advertising a private IP for Nova, which is not reachable by Scalr. You need to configure Keystone advertise an IP for Nova that is reachable by Scalr. If you're using Hosted Scalr, that IP has to be reachable from the public internet (to begin with, it shouldn't be a private RFC-1918 address, which is currently the case: http://en.wikipedia.org/wiki/Private_network). If you're using Open-Source or Enterprise Scalr, then it should be reachable from your Scalr instance / non-firewalled off (which apparently is not the case here).
