No, your cloud isn't reachable from the internet. Keystone may be, but obviously Nova isn't, because 192.168.0.22 is a private IP.
That port / IP may be reachable *from your laptop*, but that doesn't mean it's reachable from Scalr. You need to reconfigure Keystone to advertise an endpoint that is actually reachable from your Scalr instance (or in the case of Hosted Scalr, from the public internet).
