That's indeed strange. That list shouldn't be empty, and that might be the
root cause of your problem (meaning you have plenty of Roles that don't
have an Image backing them). That looks a lot like a migration gone wrong.

Here's a Public AMI ID for you to try: *ami-5cca6f34*. That image is in
us-east-1, and it's an Ubuntu 14.04 with Chef installed on it.
