This isn't bug. EBS Magnetic Volumes limits are (Min: 1 GiB, Max: 1024 GiB) http://docs.aws.amazon.com/AWSEC2/latest/UserGuide/EBSVolumeTypes.html If you had selected another type the appropriate limit would have been applied accordingly.
