Thank you for taking your time to reply.
After posting this I realized it may be that the new feature has not yet 
been applied to the open source release.

The issue is in being able to set up the credentials in the Environments 
setting, so that Scalr can then import the detailed billing, which then 
will be processed with a 8-12 hours delay.
