A lot depends on what install instructions you used.  I used these:

https://scalr-wiki.atlassian.net/wiki/display/docs/Installation+and+Upgrade+Instructions

Once the command "scalr-server-ctl reconfigure" finishes you should have a 
working system.  At that point netstat should show you some listening ports 
(80, 6270-6272, 6280, 6281 etc)

You can further control things using 
/opt/scalr-server/bin/scalr-server-manage which will show you whats running.
