I've noticed for a couple of days now a problem with Ubuntu 16.04 and the
Scalarizr daemon.

SYMPTOMS
Spinning up a new Ubuntu 16.04, the instance will spin up and be available
in AWS, but still show a "Pending" status in Scalr. If I log in to the
instance and execute a "service scalarizr start" it will finish
initializing, however, when I run "apt-get update" I pull a message:

Reading package lists... Done

W:
gpgv:/var/lib/apt/lists/partial/repo.scalr.net_apt-plain_latest_InRelease:
The repository is insufficiently signed by key
758E8510F83E74BEC855256BEC19858204B54A2A (weak digest)

I have set my 16.04 systems to use the 'latest" repo.
