Jett, downgrade officialy not supported. Installing old package won't downgrade your db schema, so make sure you reverted it from the backup.
Jay, can you please provide a dump of upgrades table from the scalr db. We've tested new deployments and ipgrades as well and didn't find any issues. So something went terribly wrong with your deployment, most likely db update failed for some reason.
