Thanks Marc.  I'm using an IAM user and it looks like the billing API 
requires some additional permissions as mentioned in this 
blog: 
https://blogs.aws.amazon.com/security/post/Tx2255RUMJGC96Y/Don-t-Forget-to-Enable-Access-to-the-Billing-Console.

I haven't been able to make the change and try again but perhaps that's 
what's causing my issue.  I'll update this thread as soon as I get the 
account owner to enable access to the Billing Console.
