Hi Jeff, This is not currently possible in Open Source nor Enterprise Scalr. You should be able to configure a cloud.networks Governance Policy to restrict the available network selections for users Farm Roles within an Environment, but there is not a method to configure storage volumes on the Role itself as storage is only configurable at the Farm Role level.
