Are you talking about an LCD display? If so, this may not be possible. DVI has provisions for analog and digital signaling, I have no idea if LCD displays typically accept analog input on their DVI plugs. Take a look at the plug: http://upload.wikimedia.org/wikipedia/en/6/65/DVI_pinout.svg The pink pins around the cross on the right are the analog pins. If they're physically missing, then VGA->DVI will never work. I'd say just pick yourself up a card that has DVI. I'd recommend a Radeon 9xxx if you care about 3D at all, as they have open source OpenGL drivers. Or do you need PCIe?
