Andy: Do you have an example of how unbound and bound variables with different treatments might affect macro expansion? The only thing I can think of is the case where a few implementations wrongly (IMO) broke hygienic guarantees (such as they are, or are implied) in REPLs because top-level variables could shadow one another in multiple invokations of a macro.
