I think the lesson from all this is that if you're going to create a program like Summer of Code, you need to do some basic things like establish how many applicants you can accept, what the acceptance criteria are, an application process which lets people make their case for why you should accept them, a deadline for applications, and send out a accurate explanatory letter to the people you can't accept.
If you don't do any of those things, you shouldn't be shocked when people are confused and hurt by an apparently arbitrary process. Of course, that's obvious to you and me. I just don't understand why it wasn't obvious to Google.
