If encoding speed isn't important, then you should use dirac_encoder (the Dirac 
research encoder). The settings you want are:
 
-SD576I50 -targetrate 2000
 
If it's 420, add 
 
-cformat YUV420P
 
if 422, it's YUV422P
 
dirac_encoder takes raw planar 8 bit YUV data as input.
