It's not in speed-critical path, so a normal function is fine.

Mainly, it has to do with the additional burden of having a separate
header for inlined functions (if this were a public header, which it
isn't), and of having code be in two separate places.

Also, partly, it's a style thing.  I want to avoid having discussions
where one argument is "but it saves 3 cycles!"
