Hi,

PGN standard allows the use of localized letters (see para 17 at 
http://scid.sourceforge.net/doc/standard.txt).

But as it may confuse people using various programs/ environment, I 
changed the behavior so that PGN text export uses english letters, HTML 
and Latex export use localized letters.
