I could also offer some bash/perl combo that fetches a TWIC
number and adds a Source-stanza to the header.

Ah, now I know which you refered to. This DB however has
some drawback:

----------------------------------------------------------------------
Which spelling must I consider if I look for a player?

All special characters are converted into the English
spelling, therefore you must enter e.g. "Mueller" and not
    "Müller".

Why the database contains games and players, but no names
    of tournaments or teams?

Our database shall allow you to prepare for a certain
opponent or opening system, but it shall not generate
special statistics of tournaments or teams.
----------------------------------------------------------------------

Though the author thinks this makes sense I do not feel that
removing this header info is very smart. They'd not hurt in
any way but could come in handy on the other hand.

Additionally, I did not find a way to get a diff.

If I get it right it's already in scid's format. Though they
refer to ChessDB.

Oh, it lives well enough on sourceforge.
http://downloads.sourceforge.net/isschessoffice/IB107CDB.tar.bz2

or in PGN
http://downloads.sourceforge.net/isschessoffice/IB107PGN.tar.bz2

Maybe a link on scids page would be in order for the time
beeing.
