Not easily and actually I must personally say that I much
prefer the current as it is more flexible. Did you check the
Options/Window/Auto iconinfy and Auto rise checkboxes?

It's not a problem of Tcl/Tk in principle. Scid just avoids
this silly MDI philosophy. (Actually, its more conformant to
SAA/CUA that way, but nobody cares about SAA/CUA these days
