Yes. I agree that this is preferable for the reasons you gave.
The recent update to yum-conf also included a change to the baseurl
line. That could also be moved to an include file but of course it would
require a separate file for each repo.
The mirrorlist already provides the facility for a dynamic list so
perhaps it would be the preferred default.
